On March 17, 2017, Doctor Saad Dine El Otmani was appointed Head of Government by His Majesty King Mohamed VI, may God glorify him.
Dr Saad Dine El Otmani was born on January 16, 1956 in Inzegane (southern Morocco) where he continued his primary and secondary studies.
Mr. Saad Dine El Otmani studied medicine leading to a doctorate in general medicine in 1987 from the Faculty of Medicine and Pharmacy of Casablanca, as well as a Specialized Study Diploma in Psychiatry, in 1994, from the Psychiatric Center University of Casablanca.
He also followed a long course of Islamic studies, during which he obtained, in 1983, a license in Islamic Shariaa from the Sharia faculty of Agadir Ait Melloul, a Diploma of Advanced Studies (Master) in Islamic theology and its foundations of Dar El Hadith El Hassania in Rabat in 1987 and a Diploma of Higher Studies in Islamic Studies from the Faculty of Letters and Human Sciences of Rabat in November 1999.
Dr Saad Dine El Otmani worked as a general practitioner between 1987 and 1990 and as a psychiatrist at the hospital for psychiatric diseases in the city of Berrechid between 1994 and 1997, before opening his private practice.
On the political level, Dr Saad Dine El Otmani was Deputy Secretary General of the Justice and Development Party (PJD) from 1999 to 2004, then was elected Secretary General of the PJD in April 2004, before being elected to the presidency of the National Party Council, from 2008.
He was also a member of the House of Representatives for 5 legislatures from 1997 to 2016 and served as vice president of the chamber from 2010 to 2011, as well as vice president of the Commission for Foreign Affairs and National Defense at the same room from 2001 to 2002.
Dr Saad Dine El Otmani was part of the government of Morocco between 2012 and 2013, at the head of the Ministry of Foreign Affairs and Cooperation.
In the associative and cultural aspects, Dr Saad Dine El Otmani has assumed many functions and responsibilities. He was thus notably a founding member of the “Mouvement de la Réforme et du Renouveau” and member of its executive board (1981 - 1996), member of the executive board of the “Unicité et Réforme” movement (1996 –2003), member of the executive board of the Association of ulema laureates of Dar El Hadith El Hassania and founding member of the "Moroccan Association of the History of Medicine". He is also a member of the "ethics committee for biomedical research" of the Faculty of Medicine and Pharmacy of Casablanca since 1990; and member of the "Hassan II Foundation for Scientific and Medical Research for Ramadan".
Dr Saad Dine El Otmani also carries out intense scientific activities, culminating in the publication of numerous books and dozens of articles at the national and international levels.
He was also director responsible for the Arabic-language magazine “Al Forqane” for Islamic culture (1990 - 2003) and responsible for “Editions Al Forqane” (more than 50 publications).
Dr Saad Dine El Otmani is married and has 3 children.
